The Town of Oxford will receive bids for one sidewalk paving project. All bids must be in writing, signed by bidder, sealed, clearly marked “sidewalk bid” and submitted to the Town Office by 3 PM on Thursday July 30th, 2020 at which time and place all proposals will be publicly opened and read aloud.  The selectmen reserve the right to reject any and/or all bids.  For additional information contact: Jim Bennett, Highway Foreman, P.O. MONSTER TRUCK LOADER AND TRAILER

The Town of Oxford has a Monster Truck Loader 8183-04-01 with trailer for sale. 29 HP Briggs and Stratton Vanguard twin engine. The truck loader can be seen at the Oxford Transfer Station on Smith Street in Oxford, Maine. The truck loader will be sold as is with no warranty implied or extended.

Minimum bid of $2,500. Offers should be clearly marked “Green Monster” and mailed to: Oxford Town Office, P.O. Box 153, Oxford, Maine, 04270 or emailed to basselin@oxfordmaine.org by August 13th, 2020 at 3PM. The Selectmen reserve the right to reject any or all offers.

INVITATION TO BID

GENERAL OBLIGATION BOND

The Town of Oxford (the “Town”) invites bids for a General Obligation Bond in an amount not to exceed $2,263,000 to fund road improvement projects.  The Bond will be dated on or about July 20, 2020 and loan proceeds will be taken as a lump sum on that date.   Repayment of the principal on the Bond will be made in five (5) annual installments of equal amount, plus accrued interest payable semi-annually. 

Interested banks must submit sealed bids by 3:00 p.m. on Thursday, June 25, 2020.  Bids should be submitted to Butch Asselin, Town Manager, PO Box 153, Oxford, Maine 04270, in a sealed envelope marked “Bid for General Obligation Bond”, or by email to basselin@oxfordmaine.org with the subject line indicating “Bid for General Obligation Bond”.  Bids will be considered by the Select Board at its meeting convening at 6:00 p.m. on Thursday, July 2, 2020 at the Town Office.  Information regarding the Town’s finances can be obtained by calling the Town during regular business hours at (207) 539-4431.

Each bid must include an amortization schedule.  Bids must disclose the amount of any fees or other charges relating to the borrowing.  Bids must permit the Town to prepay the bond at the election of the Town without penalty at any time.  Bids shall remain firm for acceptance by the Town for thirty (30) days from the submission deadline.

The Town has engaged the firm of Bernstein, Shur, Sawyer & Nelson to act as Bond Counsel in connection with this borrowing, and, if required, the successful bidder will be provided with an unqualified opinion from Bond Counsel at the time of the closing.  The Town will certify that the debt is a qualified tax-exempt obligation within the meaning of Section 265(b)(3)(B) of the Internal Revenue Code.

The Town reserves the right to accept or reject any or all bids, to waive any informality in the bids and to exercise its judgment in evaluating the bids.  Acceptance of the bid is contingent on final voter approval of the funding request at the annual town meeting tentatively being scheduled for Saturday, July 11, 2020.

Note-town meeting may be postponed and rescheduled for a later date if the Governor’s executive order limiting the size of gatherings remains in effect.

TOWN MEETING HOUSE ROOF REPAIR

The Town of Oxford is seeking proposals from qualified contractors to furnish and install a new shingled roof on the National Historic Center Meeting House located at 476 Main Street, Oxford, Maine.

The successful bidder will follow any applicable recommendations for roofing historic buildings as provided by the U.S. Department of the Interior (Preservation Brief 4-Roofing).

Proposals will be accepted until 3:00 PM, Wednesday, July 22, 2020, at which time they will be opened. Bids shall be marked with the words “Center Meeting House Roof”. Bids may be mailed to PO Box 153, Oxford, Maine or hand-delivered to the Town Office located at 85 Pleasant Street.

TOWN MEETING HOUSE EXTERIOR PAINT

The Town of Oxford is seeking proposals from qualified contractors to repaint the National Historic Center Meeting House located at 476 Main Street, Oxford, Maine.

The successful bidder will follow the recommendations for painting historic buildings as provided by the U.S. Department of the Interior (Preservation Brief 10-Exterior Paint).

Proposals will be accepted until 3:00 PM, Wednesday, July 22, 2020, at which time they will be opened. Bids shall be marked with the words “Center Meeting House Roof”. Bids may be mailed to PO Box 153, Oxford, Maine or hand-delivered to the Town Office located at 85 Pleasant Street.
